Provider Enrollment with MN Health Care Programs

The 21st Century Cures Act requires states to enroll all Medicaid providers.


Providers who are contracted to provide services to Medicaid members will be expected to enroll with Minnesota Health Care Programs (MHCP) starting July 17, 2023.


To prepare for the opening of the enrollment process, providers are advised to:


  • Review the information and frequently asked questions on the Enroll with Minnesota Health Care Programs webpage and bookmark it for future reference.
  • Register for training on the enrollment process through the Minnesota Provider Screening and Enrollment (MPSE) portal training website.
  • Review the Enroll with MHCP section of the MHCP Provider Manual.
  • Sign up for MHCP news and updates at MHCP provider news and updates / Minnesota Department of Human Services (mn.gov)

Become one of the selected Fulcrum Health referring providers to a federally funded study called MN RETAIN. MN RETAIN, in collaboration with the State of MN, supported by the Mayo Clinic, is conducting a multidisciplinary, statewide study supporting injured or ill employees helping them to stay at or to return to work.


Why become a referring provider?  

  1. A job is a social determinant of health because it effects the physical, mental, and financial well-being of people.
  2. To improve job retention for MN workers and reduce the likelihood that workers would become disabled. Work with the Dept of Labor and help to minimize the number of people on social security disability.
  3. Chiropractors have the opportunity to be a part of a federally funded statewide study.
  4. It’s easy! All you need to do is connect your patient with a MN RETAIN case manager. Let MN RETAIN do the work!
  5. Receive a $100 gift card for you* and your patient** as a thank you.
  6. Monthly drawings to win a $500 gift card. Each person referred to MN RETAIN will equate to one entry in the drawing. No limit on the number of patients referred.


Who is eligible?

  1. Patients who are on work restrictions or have been off work for up to three months, as well as live and work in Minnesota and are over 18 years of age.
  2. Injury or illness for any reason (ie. Work, sports or auto accidents, long covid, past or future surgery, behavioral issues, etc.) with any insurance (major med, WC, auto, even self-employed)

7 Areas for Safety Improvement

Chiropractic & Manual Therapies released a 10-year study this year recognizing the 7 areas for safety improvement. 


In retrospect, many of these reflect the importance of case history with the patient. Of the 268 safety incidents reported; 51 were reported as avoidable “caused by the chiropractor’s action/inaction, suggesting targets for safety improvements.”


  • Patient trip/fall (this was in-hospital settings)
  • Post-treatment distress/pain (dizziness after neck and/or pain after low back treatment)
  • Negative effects during treatment (most frequent rib or clavicle fracture)
  • Significant post-treatment effects (neurological symptoms)
  • Syncope (half were before treatment, variety of reasons)
  • Failure to recognize serious underlying pathologies (often delayed or inappropriate referral)
  • Continuity of Care (commonly a locum coverage and post treatment distress/pain, perceived as a lack of familiarity with the patient’s case)

Correct Email Address? Changes to Clinic and/or Provider Information? Let us Know!

The federal No Surprises Act requires health plans to verify the accuracy of provider contact information every 90 days. Fulcrum will provide more information about this requirement and what it means for you and for Fulcrum in a future communication.


Currently, your provider agreement with Fulcrum requires you to immediately notify Fulcrum of any change in your or your clinic’s demographic information, including, but not limited to name, address, phone, fax, email address, and taxpayer identification number.


Fulcrum’s Provider Portal offers a quick and electronic method for reporting changes.  Simply select the Demographic Updates tab on the home page.
